HCBS Grant Program Information

Home and Community Based Services (HCBS) Compliance Funding Availability for Service Providers for 2021/22 – Deadline November 12, 2021

Prior HCBS funding focused primarily on barriers to compliance with the 10 federal requirements of the HCBS Final Rule.  HCBS funding for fiscal year 2021-2022 will still take the 10 federal requirements into account and will also place increased emphasis on the outcome of a provider’s concept.  To simplify the process, the federal requirements were placed in three categories that target similar outcomes.  Those categories are:

  • Community Integration
  • Individual Rights
  • Choice
  • A fourth category, Collaboration, may be used for a concept between multiple providers to develop a community resource or collaborate on a project benefiting multiple settings.

Fiscal Year 2021/22 Instructions and Information – The 2021 enacted budget contains $15 million to fund changes that are necessary for providers to come into compliance with the HCBS rules by March 2023.

Completed Concept forms must be submitted to aash@cvrcold.betaplanets.com no later than November 12, 2021

DDS will notify CVRC by February 25, 2022 of the concepts that were selected for funding.

Fiscal Year 2019/20 – The 2019 enacted budget contains $15 million to fund changes that are necessary for providers to come into compliance with the HCBS rules by March 2022.

 

Fiscal Year 2018/19 – In recognition that service providers will need to continue taking steps towards modifying their services, the 2018 Budget Act (SB 840, Chapter 29, Budget Act 2018) contains $15 million to fund changes that are necessary for providers to come into compliance with the HCBS rules by March 2022. Information regarding the funding process, by fiscal year is available below.

 

Fiscal Year 2017/18 – The 2017 Budget Act (AB 97, Chapter 14, Statutes of 2017) contained $15 million to help fund changes necessary for regional center service providers to come into compliance with the HCBS rules. The Department received 310 concepts from providers requesting over $130 million.

 

Fiscal Year 2016/17 – The 2016 Budget Act (SB 826, Chapter 23, Statutes of 2016) contained $15 million to help fund changes necessary for regional center service providers to come into compliance with the HCBS rules. DDS received almost 900 concepts from providers requesting over $130 million.
